Chester County OIC is a non-profit organization dedicated to providing
free Adult Basic Literacy Education and essential life skills programs
that prepare individuals for employment and self-sufficiency. Since
1979, we have assisted over 10,000 men and women in Chester County to
improve their lives through increased knowledge and training. Located
in West Chester and now in Phoenixville, we expect to double our
community impact within 5 years, through existing courses and those
currently under development. Check out our

CC-OIC is an independent agency affiliated with
OICA -
Opportunities Industrialization Centers of America. OICA was founded in
1964 in Philadelphia by the Reverend Dr. Leon Sullivan. Dr. Sullivan, a
well-respected and beloved minister, fought for social justice all of
his life. Self-reliance was Dr. Sullivan's adage, and it remains the
goal of OIC affiliates internationally. At Chester County OIC, we
continue his battle against injustice and discrimination through
education and life skills training. Specifically developed programs
serve clients and students classified as low-income or disadvantaged.
The ESL students represent 19 different native languages. Chester
County OIC continues to grow and adapt to the needs of the county,
students and clients.
Chester County OIC is funded entirely by grants, private donations and fund-raising dollars. We are funded in part by:
- the Pennsylvania Department of Education,
- the Commonwealth of Pennsylvania Department of Community and Economic Development,
- Phoenixville Community Health Foundation,
- the United Way of Chester County,
- the Chester County Department of Community Development,
- the U.S. Department of Housing and Urban Development
- and Delaware Valley Network of Volunteer Associates (DV-NOVA).
